it was something with max band size rule, believe it was 55 musicians. so they joined with an A team n the compulsory program (they managed National silver); B team participated in the free program, they got the prefecture silver.
Different competitions are organised according to different rules. It depends on the Federation or organisation under who's auspices the competition is being held, whether the results count for an ongoing regional or national competition, or whether the results count only for that particular event. I've made counts of KT competing with 93 members on the competition floor, but also there were times when they had numbers in the 70s. (The lower numbers could be due to the great fluctuation that KT can experience every year with respect to the intake of new members.) For example, the 110th generation (2011-2014) must have been an exceptionally small intake, and so following at Blumen Hügel in 2011. In 2013, at the school festival, they had only 18 members playing in the Water Garden (yet they sounded fantastic, and made good use of the extra space). Contrast that with Okazel's 1st year following, at Blumen Hügel, of 44 in 2018 and Palinpu's 1st year following, at Blumen Hügel, of 42 in 2019. I've seen a video of KT competing with only 37 members on the competition floor, lead by a teacher not the DM. They did an outstanding job, managing to sound like a band twice their size. I think that video is the competition video of the second pair of KT members that were awarded silver in this video. The dates match up.

Why there is 2 Tachibana team?
because there are enough students for 2 teams. maximum of people for the contest are 81.
There are freestyles and regulations for the competition.
